There is also a letter which says: "On or before April 21st 1911, we the undersigned address to Horace S. Cole, Justice of the Peace, a petition in compliance with Section 8 of Chapter 233 of the acts of 1911, for the calling by him of the first meeting of the Worthington Fire District, for the purpose of transacting the business which was set forth in the warrant which he issued under date of April 21st 1911."
